BGE New Towns Connections Review

The Irish gas network operator, BGE, performed an economic analysis of connecting new towns or groups of towns to the existing gas network. The connection of these towns was deemed uneconomic under reviews undertaken in 1996 and 2001. In 2006 the country’s energy regulator, CER, approved a new connection policy. Penspen and IPA Energy + Economics were asked to review BGE’s analysis and asses whether it complied with the terms of reference and latest connection policy from CER. Internal inconsistencies and deviations from the stipulations of the TOR and the connections policy were identified and raised with the client in an iterative process.
