Energy Sector Reform

During a major, two-year project, IPA Energy + Water Economics assisted the Government of Montenegro to develop and implement energy policy and strategy consistent with the objectives of the Energy Community Treaty of South East Europe.  We supported the unbundling of the electricity sector, considered options for private sector involvement in the sector and helped to prepare for power sector liberalisation.
