IPA Energy + Water Economics is a leading practitioner of private sector participation (PSP) and public-private partnership (PPP) in the electricity, gas and, increasingly, water sectors, in transition economies and emerging markets. We are highly experienced in advising Governments on appropriate PSP strategies and their implementation, as well as advising Governments on the conditions required for attracting direct private investment and other forms of private sector finance.  We have particular expertise in developing and successfully implementing workable solutions in countries that are traditionally seen as “difficult”.

Funds, credit lines and risk mitigation packages are increasingly being used to stimulate private sector investment in infrastructure, particularly in transition and developing countries and in areas such as renewable energy, energy efficiency and urban infrastucture.  IPA works with public and private sponsors to design, structure and operate these specialised financing mechanisms.
