Implementation of Water Services Management Programme
IPA Energy + Water Economics was appointed to develop capacity of the Water Sector Audit Unit as part of the change management programme accompanying commercialisation of the water sector. The assistance covered development of a communications strategy, institutional organisation, capital investment planning, customer relations and tariff and cost recovery components. Asia Pacific Region, Enhancing Effective Regulation of Water and Energy Infrastructure and Utility Services.
The objective of the assignment is to assess the effectiveness of energy and water regulation within the context of a conceptual framework that sets out how regulation success may be defined and achieved. A major component of the work is the production of four country case studies (Malaysia, Philippines, Thailand and Vietnam) which, in turn, involve holding workshops to obtain the opinions of key government officials and policy makers, stakeholders, and consumers on the effectiveness of regulation of water and energy infrastructure and utility services.
