Ian Benfield
Associate Director - Training
Ian has over 18 years experience as a regulator, senior utility company manager and consultant. He worked for 5 years at Ofgas (then the UK gas regulator) followed by 9 years at TXU Europe/Eastern Electricity where he headed the European regulation team, leading discussions with the Norwegian, German, Italian, Dutch and Finnish regulatory, governmental and competition authorities, as well as the EC. He was Vice President of Geode, the European distribution companies alliance. Ian now leads the development of IPA’s training services and work on the regulation of gas markets. Ian had a BA (Hons) from the University of London, Kings College.

Rosalind Carey
Associate Director - Policy & Regulation
Ros was formerly Corporate Regulation Manager with the UK’s Scottish and Southern Energy during a period of intense regulatory development, including full market opening, business separation, development of electricity balancing market, network and retail price control reviews. She achieved several regulatory clearances for competitive and merger activities. Rosalind has subsequently developed diverse international experience with IPA, from the establishment of regulatory frameworks to risk assessment for major gas and electricity infrastructure investments. She has a BA and Masters in Business Administration from Strathclyde University.

Kim Keats
Associate Director - Transaction Advisory
Kim heads the IPA Energy + Water Economics International Infrastructure Analysis Team based in London. An energy economist with 12 years of power, fuels, emissions and desalination experience in Europe, Asia and MENA. Clients include major project developers, financiers and fuel suppliers. Kim contributes regularly to industry periodicals, conferences and workshops. He has an MSc in Economics (with distinction) from the University of London. Kim is fluent in English and Spanish.

Stuart King
Associate Director - International Water
Stuart has 20 years experience working as an economist, specialising in providing strategic and economic advice to senior business and government executives in a variety of industries, but focusing particularly on the utility sector. He has advised extensively, in both developed and developing countries, on utility regulation, restructuring and privatisation. Stuart has a BSc (Hons.) in Economics from London School of Economics and an MBA from London Business School.

Richard Kupisz
Associate Director - PSP, Fund Design and Implementation
Richard has over 20 years experience in investment banking and consultancy, advising governments and private clients on privatisation, acquisitions, divestitures, strategy and policy. This includes 5 years as Director of Investment Banking at CIBC World Markets, where he focused on privatisation advisory work in electricity and telecoms.

Maria Peers
Associate Director - Organisational Restructuring
Maria is an Associate Director with IPA and Head of IPA’s Public Sector Services practice. She is a qualified accountant with 22 years experience, a qualified Prince 2 practitioner and has niche skills in project management. She is an expert on Public Sector finance, governance, funding, grants and efficiency, and established the first venture capital fund in the UK using EU structural funds.
