He has 7 years experience, including periods with a major UK energy company where he developed his experience of regulatory affairs, prior to joining the IPA Energy + Water Economics regulatory team.

Ricardo Bravo
Senior Consultant

Ricardo is a senior member of the International Infrastructure Analysis Team in London. He has over 6 years experience in economics and energy consulting, specialising in financial and business modelling for power, oil and gas projects in the US and Europe. He has an MSc in Economics from the London School of Economics and a BA degree in Economics from the Instituto Tecnológico Autónomo de México.  Ricardo is fluent in English and Spanish.

Mike Begley 
Managing Consultant

Mike is a chartered accountant with a BSc in Mathematics and an MBA (with merit).  He has over 20 years experience of energy regulation and finance including over 10 years in finance and regulation roles at National Grid (UK transmission company) and 4 years working for Ofgem (GB energy regulator). He has experience in leading on financial and cost issues of price control reviews, regulatory reporting requirements, regulatory accounting, modelling of regulatory options, global insurance covers and risk management processes. Further he has expertise in benchmarking and cost analysis of gas and electricity distribution networks.

Graham Clevett
Managing Consultant

An energy lawyer by background with some 23 years of international energy management and carbon management experience. He has been involved developing and structuring international power projects, oil and gas projects and conducting carbon management services and carbon due diligence, has some 18+ years of Middle East experience in working in Saudi Arabia and the GCC region.

Yu Foong Chong
Consultant

Yu-Foong has a First Class MEng (Hons) in Engineering Science from Oxford University, after which he worked as a financial auditor with PricewaterhouseCoopers. Following this he obtained an MPhil in Engineering for Sustainable Development from Cambridge University where he specialised in energy markets. With native English and conversational Mandarin, he has joined the Markets and Projects team in Edinburgh.

Paul Davies
Associate

An economist with over 20 years energy industry experience and with a primary focus on the natural gas industry. His major areas of work are gas industry structure and regulation with a specific interest in gas transmission and distribution. Paul was Lead Economist for the IPA Energy + Water Economics independent Economic and Financial Assessment (EFA) of the proposed West Africa Gas Pipeline (WAGP) system. He has considerable international experience throughout Europe, Africa, the Middle East, China and Russia.

Charlie Dou
Associate

Professor Charlie Dou, is an experienced professional and acknowledged leader in Chinese renewables. Charlie is currently the Board Director and CEO of Beijing Bergey Wind power Co, China. Charlie is also the International Adviser to the UNDP/GEF project CPR/97/G31 Capacity Building for Rapid Commercialisation of Renewable Energy in China. He is currently working with the World Bank to develop monitoring instruments for wind/PV/diesel hybrid power systems and on the rural electrification project in Mongolia. He was involved in the previous survey of the SDDX project and has carried out training for RESCOs. He was an author of the China Village Power Project Development Guidebook and has carried out many other relevant projects in recent years.

Graham Jones

Graham is a Chartered Engineer with experience in the energy and transport industries, supplemented by expertise in financial and economic modelling and in project management. He is an expert in the planning and operation of gas networks with 14 years experience at British Gas and Transco. Working for Offer and subsequently Ofgem, he gained 8 years regulatory experience, including the Transco gas network price control review and the electricity transmission network price controls.

Victor Kumar
Associate

Over 38 years experience in the Middle East, Africa and Central Asia, Victor has worked as an economist on feasibility, sector reform, implementation and development studies in the urban development, electricity, water supply and drainage, transport and housing sectors. He has project managed major donor agency funded studies, and participated as a team member in World Bank Missions. He has an MA from Keble College, Oxford.

Kirsten Morrison
Consultant

Kirstin is a professional economist based in Abu Dhabi, UAE. Formerly with the UK Government Economic Service (GES), Kirstin specialises in energy and environmental economics and policy. At the GES, Kirstin developed expertise in energy efficiency, climate change, and quantitative modeling. Within the gas economics team Kirstin applies economic analysis to natural gas transaction, pricing and policy issues.  She has a MA in Economics from Glasgow University and an MSc in Economics from University College London.

Nazim Osmancik
Senior Consultant

Nazim is a senior member of the International Infrastructure Analysis Team in London. He is a quantitative economist with over 7 years of experience who specialises in strategic, financial, and operational modelling in power, fuel, and emission markets. Nazim's wider experience includes market due diligence, financial model review and model risk management in the context of transactions. Nazim has degrees in Economics and Mathematics from Macalester College, US and a Masters degree in Accounting and Finance with a special focus on Financial Econometrics from the London School of Economics, UK. Nazim is fluent in English and Turkish.

 

Deyary Rakhthawan
Senior Consultant

Deyary is an oil and gas industry specialist and advisor to the International Oil and Gas companies, regulators and governments on oil and gas market restructuring, strategic, regulatory and pricing benchmarking. Deyary worked many years on behalf of Gazprom, and worked on a dispute case between National Iranian Gas Export Company (NIGEC) and Turkish Petroleum Pipeline Corporation (BOTAS). He has previously worked in the Energy Advisory practice at Pricewaterhousecoopers (PwC) in London.

Chiara Redaelli

Chiara is an economist with a strong interest in pro-poor policies and development issues. Her work is particularly focused on the analysis of best practice in the water and sanitation sectors in relation to extending service provision to all elements of the population and to achieve effective results from a financial, economical and social perspective.  Chiara is fluent in English, Italian and Spanish.

Roxanne Suratgar

Prior to joining IPA Energy + Water Economics Roxanne worked for over 5 years for Taylor-DeJongh a boutique project and structured finance firm based in Washington DC. At TDJ she was most recently the manager on a project to privatize downstream commercial assets in the oil and gas sector in Jordan. Prior to that, she managed a project to evaluate the restructuring options for the State Oil Company of Azerbaijan. Roxanne has an MBA from Profingest Business School in Bologna, Italy, and a degree in engineering science (mechanical) from University of Exeter, UK.

Robin Theodore
Associate

Robin has over 30 years extensive experience in international consultancy in processing and production economics, industrial strategy and rehabilitation, urban regeneration, financial and economic appraisals, marketing research and strategy, corporate planning and management, and organisation. Robin’s work has included assignments for international agencies, governments and major multinational corporations in the UK, Europe, USA, Africa, Asia and the Middle East. He has a BSc in Economics from Hull.

Susanne Velke

A consultant in the renewables and climate change team and responsible for the IPA Energy + Water Economics carbon price forecast. Susanne has an MSc in Ecological Economics from the University of Edinburgh and a BA in European Studies from the University of Maastricht. Since working for IPA Energy + Water Economics, Susanne has gained particular experience in the renewable energy industry and carbon markets.  Susanne is fluent in English, German and French.

Nikhil Venkateswaran
Managing Consultant

Nikhil has Masters and first class Batchelors Degrees in Chemical Engineering from Cambridge University and nearly fifteen years’ experience and knowledge of the UK electricity industry gained with National Power, Innogy and RWE npower as well as IPA.  He has expertise in complex power market modelling and niche experience in technical and commercial analysis of post-combustion pollution control technologies (FGD and SCR). corporate and project-level finance, including portfolio analysis of international power generation projects risk/reward balance. valuation of structured energy (oil, gas, electricity) products; development of a long-term generation asset strategy, and long-term commodity price forecasting.

Alice Waltham
Consultant

Alice is a leading consultant in the renewables and climate change team. She has a BSc(Hons) in Physics and five years experience of the renewable energy industry and energy markets. She has an excellent knowledge and understanding of renewable energy markets and energy efficiency.


Peter Watson

Peter is an economist with 18 years experience in Eastern Europe, Asia, Africa, the Middle East and the Caribbean, Peter has particular experience in the transport sector, including economic and financial evaluation, competition and regulation and issues, and socio-economic studies. This is supplemented by his experience as a project manager on major transport schemes. He has an MSc in Economics from London University.
