Current
and Recent Experience in Market Design
Australia
- Transmission Model Pricing
IPA provided a peer review and relevant international experience to assist
with a review of transmission pricing and congestion management in the
NEM.
Scotland
IPA staff reviewed and commented on Ofgem's draft consultation documents
containing proposals for changes to the Scottish Trading Arrangements.
Europe
IPA was appointed by the EU to examine the market for Green Electricity
in the UK and in the EU in general. A key objective of the report was
to identify a market mechanism by which a separate market for Green Electricity
could be established.
Romania
- Gas
Design of a blueprint for the development of the Romanian gas market over
a 5 year timeframe that is consistent with the requirements of the Acquis
Communitaire, together with a broad implementation strategy, and determining
the role that the Market Operator should play in the market.
SE
Europe - Electricity and Gas
IPA is providing coordination of the Athens Process which is working towards
the establishment of a regional energy market for electricity and gas
across SE Europe.
Northern
Ireland & Eire - Market Review
Consultation on progressive development of an all Ireland energy market,
including scope for legislative, fiscal or regulatory initiatives. Trading
between the two systems is one of the major issues, and IPA determined
the likely format of the market in the short to medium terms, should the
markets be combined into a single entity.
Tasmania
IPA worked with the Government of Tasmania to develop a wholesale market
for electricity in the State which is compatible with the National Electricity
Market in Australia.
Lithuania
As part of the Restructuring and Privatisation of Lietvuos Energija, the
state utility, IPA formulated and designed a bilateral contracts market,
constructed to allow a smooth transition to more complex trading arrangements
over time, and to provide a foundation for a Baltic Energy Market.
Georgia
IPA, together with Iberdrola and OMEL, is managing the operation of the
Wholesale Electricity Market under a five year Management Contract.
Nigeria
- Gas
Major study that will ultimately produce a strategy for the development
of the domestic gas sector in Nigeria, IPA is addressing the legal and
detailed regulatory framework, sector structure and organisation, and
fiscal arrangements.
