IPA Energy + Water Economics offer specialist skills in energy sector policy development
in areas such as competition, rural access, social affordability, climate
change and renewables development. We draft legislative frameworks to
implement these policies.
Energy
Policy and Competition
Competition in supply and generation has been widely used as a policy
instrument to reduce energy costs. IPA advises on the scope and means
for effective competition as well as related issues such as security of
supply.
Renewable
Policy
This practical experience has also enabled IPA to provide advice to Governments
and regulators seeking to deploy a more efficient framework to support
renewable energy, for example in Ireland and the UK.
Climate
Change Policy
IPA is at the forefront of the establishment of emissions trading initiatives
under the Kyoto Protocol. IPA provides advice on emissions trading schemes
and on the opportunities for projects to access funding through Kyoto
mechanisms such as Joint Implementation and the Clean Development Mechanism.
Social
Affordability Policy
The process of reform in electricity and gas has often to be tempered
by the need to protect the energy poor, both in rural and urban areas.
IPA has developed a niche capability in assessing energy affordability
using survey and other techniques, and assessing and designing measures
to protect the socially and economically disadvantaged.
Rural
Access
IPA has successfully brought its combination of technical and regulatory
skills to bear on the challenge of providing cost-effective and efficient
rural electrification in a number of developing countries. It has experience
in establishing rural electrification funds and other mechanisms for the
disbursement of RE incentives.
Legislative
Frameworks
We have extensive experience in drafting or updating legislation and licence's
of all types, together with guidelines and procedures for application,
modification and revocation to support and implement policy initiatives.

SE
Europe - Energy Affordability
Assessment of potential adverse social impact of tariff increases through
identification of poor consumers and calculation of affordability ratios,
and proposed country specific measures, reflecting institutional and technical
capacity, to protect the poor with regards to electricity consumption.
Guernsey
- Security of Supply
Review of "Generation Investment Options for Guernsey Electricity",
a report that set out options relating to the island's security of electricity
supply.
UK
- Public Heat Network Policy
As part of the Strategic Review of the UK Government's Community Energy
Programme (CEP) - IPA carried out stakeholder consultation and an assessment
of economic, policy and institutional drivers for community heating in
each of the Devolved Administrations, and constructed an economic model
to evaluate the potential impact of the programme under different scenarios.
UK
- Renewables Policy
Assessment of the cost and benefits of various renewable energy options
to Scotland if equivalent investment sums to those proposed for the Scottish
west coast offshore grid are invested in other technologies.
Lesotho
- Rural Access
Planning of future grid extensions and location of pilot Rural Electrification
(RE) projects, drafting grid-code and connection agreements for grid and
off grid networks and technical regulations and criteria for off grid
projects, which would stimulate RE initiatives.
Kyrgyzstan
- Social Protection
Implementation of a tariff reform programme, including detailed tariff
modelling, targeting of social assistance, legislation drafting, capacity
building and transfer know-how.
Poland
- Energy law Harmonisation
Working in consortium, IPA reviewed all primary and secondary legislation
in the Energy Sector to achieve harmonisation with EU Energy Legislation
and the Acquis Communautaire.
Nigeria
- Gas
Development of the domestic gas sector in Nigeria, addressing legal and
detailed regulatory framework, sector structure and organisation and fiscal
arrangements, designed to facilitate accessing private sector finance
to meet the sector's investment needs.
Jamaica
- Electricity Legislation
Advice to Office of Utility Regulation (OUR) on a complete revision of
electricity legislation in Jamaica and an appropriate model for PPA’s
between Jamaica Public Service Company and existing IPPs.
Kosovo
- Legislation Review
Consultancy Services to review and make recommendations for improving
the policy, legal, regulatory and institutional framework for private
sector participation in the energy sector in Kosovo.
India
- Madhya Pradesh - Agricultural Development
IPA is providing assistance to the Principal Secretary Energy, GOMP, policy
on subsidised power delivery to agriculture in a way which preserves farm
output and protects the rural poor.
