both in the principles of regulation and their practical application.
We possess specialist capabilities in a number of areas of regulation.
Economic
Regulation
We advise regulators and companies on price control and tariff methodologies.
Our tariffs work includes the design of generation pricing mechanisms
for markets where competition is limited or absent and the calculation
and design of cost reflective network access tariffs and equitable retail
tariffs We also have niche experience in social affordability issues,
including levies.
Efficiency
and Benchmarking
We maintain an extensive international cost and performance database that
is used to assist companies and regulators in assessing efficiency through
a range of bottom up and top down benchmarking techniques.
Technical
Regulation
On technical regulation, we work on the drafting, modification or interpretation
of codes and standards covering transmission, distribution, metering and
connection, as well as safety rules and customer standards.
Licences
We have extensive experience in drafting or updating legislation and licences
of all types, together with guidelines and procedures for application,
modification and revocation.
Internal
Governance Procedures & Systems
We design and assist with the implementation of organisational structures
and procedures for regulatory authorities. We advise companies on the
internal management of regulatory affairs, including regulatory strategy
and the design and operation of detailed regulatory compliance and reporting
programmes.
Training
We provide training courses in practical regulation and its application
for staff new to regulatory principles through to briefings on the latest
regulatory practices. We have established regulatory functions for Governments
and Companies.

Current
and Recent Experience in Regulation and Tariffs
Ireland
- Price Control Review
IPA supported the CER, the Irish regulator, in conducting the initial
price control review of electricity supply and generation in Ireland.
Abu
Dhabi - Review of Economic Dispatch
Working for the Regulation and Supervision Bureau, we undertook a detailed
review of economics of the scheduling and dispatch arrangements in Abu
Dhabi
Guernsey
- Price Control
We are advising GEL on the management of its initial price control review,
both at the strategic level and by undertaking an efficiency review using
carefully selected benchmarking techniques.
UK
- Trading and Transmission Arrangements
In the north of Scotland, assessing the transmission access, pricing and
congestion management arrangements for the GB energy regulator, Ofgem
Jersey
Electricity - Tariff Review
In anticipation of a new regulatory regime, for the electricity utility
in Jersey, IPA assessed the cost reflectivity of existing retail tariffs
and carried out a benchmarking exercise across European retail tariffs.
Singapore
- Regulatory Advice
Support to PowerGrid, the grid owner, in adapting to the new industry
structure. Tasks included advice on the establishment of a Regulation
Department, negotiations with the regulator on price control and pricing
structures, identifying and mitigating regulatory risks.
Jamaica
- Electricity Legislation
Advice to Office of Utility Regulation (OUR) on a complete revision of
electricity legislation in Jamaica and an appropriate model for the PPA’s
between Jamaica Public Service Company and the existing IPPs.
South
East Europe - Social Affordability
Assessment of potential adverse social impact of tariff increases through
identification of poor consumers and calculation of affordability ratios,
proposed country specific measures, reflecting institutional and technical
capacity, to protect the poor with regards to electricity consumption.
Turkey
- Tariffs & Pricing
Revenue and price control setting project for the Turkish regulator, IPA
provided international tariff expertise, and was responsible for providing
the synthesized information on international experiences and best practice
examples.
UK
Regulation of Renewables
Assistance to the Scottish Renewables Forum (SRF) to understand and respond
to the impacts of the change to a freely negotiated bilateral market.
