ensure that the correct short, medium and long term decisions are taken
particularly in relation to investments, and so that organisations can

IPA's experienced consultants have implemented utility change programs
using a wide range of experience gained from delivering reform at all
levels in a wide variety of international settings. IPA advises senior
managers of companies who are preparing for major changes within the organisation,

Capacity building is a common aspect of many reform projects. IPA has

Current
and Recent Experience in Sector Restructuring
Serbia
- Institutional Building
IPA is providing expertise to improve the efficiency of the electricity
sector by enhancing management competence at EPS, the Serbian electricity
utility, training senior managers in modern management methods and specialist
skills related to planning activities.
Bosnia
- Establishment of an ISO and TSO
As part of the power sector reform process IPA is providing expertise
to support the formation of the Transmission Company and Independent System
Operator in line with respective laws, thereby ensuring reliable transmission
capacity to meet the demands of the electricity market.
Romania
- Restructuring of Termoelectrica
IPA is providing social mitigation expertise regarding identification
of power plants proposed for closure, providing human resources expertise
in order to review the need for social mitigation initiatives and expenditures,
and provide an analysis of plant closure costs.
India
- Structural Reform
Study of structural reforms to permit introduction of private sector capital
into the Maharashtra State Electricity Board (MSEB). IPA benchmarked the
performance of MSEB against world-wide performance; identified major areas
for cost savings and efficiency improvements.
Mozambique
- Restructuring & Unbundling
Leading member of a consortium to re-organise and unbundle Electricidad
de Moçambique to comply with the new market structure. IPA assisted
in the definition of business centres and developed respective roles.
Kenya
- Restructuring Study
IPA advised the Government of Kenya on options for restructuring the vertically
integrated monopoly that was the power sector. The study reviewed options
for an alternative structure.
India
- Power Sector Reform
IPA is working in partnership with the Government of India’s 2nd
largest state, Madhya Pradesh (GoMP), to eliminate poverty in the state,
assisting the Principal Secretary Energy, and the Board of the State Electricity
Board in implementing power sector reform, thereby releasing significant
budgetary resources for poverty reduction and social purposes.
Sierra
Leone - Bumbuna Hydro
IPA is undertaking a review of existing and pending legislation relevant
to the planned creation of the Special Purpose Company (SPC) and proposed
National Power Authority (NPA), preparing recommendations and draft amendments
or additional enabling legislation required to facilitate the planned
institutional arrangements.
